Ethereum Draft EIP Would Taper Validator Issuance
Ethereum researchers have opened discussion on EIP-8363, a Core draft that would change how validator rewards affect ETH issuance as more supply is staked.
The proposal, called Tapered Issuance Burn, would deduct and burn part of each validator's idealized consensus-layer reward at epoch boundaries. The burn fraction would rise with the staking ratio and reach 100% at a saturation balance of 60.25 million ETH, described in the draft as roughly half of the current supply.
The mechanism is aimed at removing the protocol's issuance incentive for staking beyond a 50% ratio. Validators would still receive transaction fees and tips, and the proposal says rewards, penalties, and burn calculations would continue to scale together.
To avoid an immediate shock to active validators, the draft includes an 18-month transition. During that period, an effective base reward factor would decay from 128 back to Ethereum's current 64, gradually moving net yield onto the permanent curve while applying the taper's shape from activation.
The Magicians thread identifies the work as EIP-8363 and keeps it in public review. That distinction matters: it is a draft, not an accepted fork change. The debate is likely to focus on monetary policy, validator economics, and whether lower issuance meaningfully improves ETH's role as money without creating new risks for staking markets.
