Anchorpoint Financial has started beta access for HKDAP, its regulated Hong Kong dollar stablecoin, moving one of Hong Kong's first licensed issuers from preparation into limited distribution.

The rollout is narrow for now. CoinDesk reported that the initial phase is focused on institutional payments and settlement, with HashKey Exchange and OSL Group acting as authorised distributors for eligible institutions and professional investors. OSL said it will provide distribution services and liquidity support, including fiat-to-HKDAP on- and off-ramp, exchange, trading, and settlement services through OSL HK.

Anchorpoint is a subsidiary of Standard Chartered Bank (Hong Kong) and a joint venture formed with HKT and Animoca Brands. OSL describes HKDAP as "HKD At Par" and said early beta use cases will prioritize tokenised finance, trade finance, and cross-border payment. CoinDesk also reported that Anchorpoint could extend access to retail users as early as the end of 2026, depending on market conditions.

The timing is notable because Hong Kong's stablecoin framework is now live. The HKMA granted stablecoin issuer licences to Anchorpoint Financial Limited and HSBC in April under the Stablecoins Ordinance, with both licences taking effect immediately. The regulator said at the time that licensed issuers were expected to complete preparation work and launch business in the following months.

The beta launch does not make HKDAP a broad consumer payment product yet. It does, however, give Hong Kong's new licensing regime an early production test around bank-linked reserves, regulated distributors, and tokenized money moving through professional market infrastructure.
